In a meeting with NATO's Secretary General Mark Rutte, Andy Burnham described the appointment as a signal of his ambitions in the defense field. The new finance minister also expressed his intentions himself Monday evening, according to Bloomberg News. "We will fulfill our defense obligations to our international allies," said John Healey, who until last month was defense minister, according to the news agency. The statement is interpreted by JP Morgan as a sign that Britain may increase its defense spending. "It is very likely that Healey will now try to increase British defense spending," writes the bank's analyst David Perry, according to Marketwire. JP Morgan points to Babcock as a possible winner in the stock market after the price drop earlier this year. Babcock shares rose 7.5 percent in early trading Tuesday in London. BAE Systems rose by 3.4 percent. Defense stocks were also traded up outside the UK. Italy's Leonardo rose 3.3 percent, Norway's Kongsberg rose 1.6 percent and Germany's Rheinmetall rose 1.7 percent. In Stockholm, Saab strengthened by 1.4 percent. Early in June, John Healey announced that he resigned as defense minister after a growing conflict with the government over the country's defense spending. In a sharply worded resignation letter to Prime Minister Keir Starmer, Healey wrote that the government's funding plan at the time did not provide the armed forces with the necessary resources to meet the security threats facing Europe. In the letter, Healey emphasized that Britain should set a clear target of 3 percent of GDP in defense spending by 2030. According to him, such a commitment would have broad political support and be in line with how several European allies strengthen their defenses. At the same time, the defense minister criticized the financial settlement that the government had offered the Ministry of Defense at the time. According to Healey, the funding was far below what is required to maintain the country's defense capability, and risks weakening the readiness of the British forces. In the letter, Healey referred to previous intelligence assessments within NATO which indicate that Russia could pose a direct threat to the alliance as early as 2030. Against this background, he believes that the government should increase investments in defense much faster.
