My theory is that if Ottawa wants to build Canada up as a more important energy supplier to Europe, it may eventually become interesting to get the conflict around the Utica gas in Quebec resolved. Canada already has several LNG projects, but a solution in Quebec could potentially provide access to large local gas resources and an eastern export opportunity toward Europe. It is of course not documented that Ottawa is putting pressure on Quebec. But the timeline is interesting: 29–30 June, Canada and EU met in Montréal regarding energy security, LNG, and energy supplies to Europe. September, Questerre, Utica, and Quebec entered into a confidential mediation regarding the gas resources, lasting at least 120 days. 14–15 September, the Quebec project Kino Aski LNG was presented at the Canada Investment Summit, with Europe as a possible export market. 16–17 September, Carney met the EU leadership and spoke concretely about Canada being able to deliver LNG to Europe on a large scale, among other things through new infrastructure on the east coast. 29–30 October, the Canada-EU summit in Montréal is coming up, where concrete deliveries within energy cooperation have been announced. It could of course be coincidental timing, and Canada has other alternatives than Quebec. But if Ottawa wants to offer Europe more energy from the east coast, the question of Quebec's large Utica resources suddenly becomes more strategic than they have been for a long time. That is why I think it will be exciting to follow what happens with the mediation leading up to October and whether Quebec/Utica pops up in the communication between Canada and EU. If there is actually federal pressure behind the scenes, we might not know until a possible agreement is in place.
I think you might be onto something here... As long as the rights to the gas belong to QGAS and Utica, Canadian authorities will not be able to enter into any binding agreement for gas delivery to Europe. They will then be subject to priorities and restrictions related to these companies. The prerequisite for such an agreement will also be that the legal conflict related to gas extraction is resolved, and likely that heavier industrial players are allowed in. Mediation and an agreement on compensation for QGAS and Utica will resolve this Gordian knot and provide the opportunity to bring in larger and more credible players than these two oil/gas minnows in a bilateral cooperation between Canada and the EU regarding gas deliveries from the Canadian east coast to Europe.
